Simplified & More Powerful Purchase Rules

We've completely refactored the "Rules" section to be more intuitive. Step and Category-level rules are now in one unified section, and you can only enable one type at a time. This prevents conflicting settings and makes it much clearer how to set up quantity requirements for your bundles.
